This general procurement notice is an update of the general procurement notice published on EBRD web site on 20.1.2017.
State enterprise radioactive waste (SERAW) intends using the proceeds of the grant funds provided by the KIDSF administered by the European bank for reconstruction and development (the “Bank”) toward the cost of the project for the Kozloduy NPP Units 1-4 decommissioning programme and the national disposal facility and draws attention to the following upcoming procurement activities:
— Information Centre for Decommissioning (Project 20).
This project is for the design, construction, furnishing, supply of equipment, testing and commissioning of the Information centre for the decommissioning of KNPP Units 1-4. The project will identify new media forms, models and equipment required for the purposes of the information campaigns concerning/introducing the Decommissioning activities.
— Supply of Decommissioning Management System (Project 22a).
The project is for the procurement, installation and maintenance of an IT infrastructure platform (hardware and software) to facilitate the use of 3D Model and Uniform information model for the planning and management of equipment dismantlement in the controlled area of units 1-4.
— Inventory, treatment and conditioning of contaminated soil (Project 23).
This project is to carry out a survey of the KNPP decommissioning site, Units 1 to 4, and further remediation of contaminated soil based on the methodology approved by SERAW. The project includes characterisation of the soils in accordance with this methodology, and a proposal for potential strategies for storage or remediation.
— Concrete Core Sampling Analyses (Project 24).
This project is for the provision of services of a specialist contractor to carry out core sampling and analysis of concrete structures, e.g. the reactor pond walls and other structures which come into contact with contaminated water, to determine the depth of any contamination to allow the decommissioning of the structures to be accurately planned.
— Infrastructure separation between Kozloduy NPP and SERAW (Project 35).
This project is for the design, equipment supply, installation and commissioning of utilities, needed for the separation of the external grids of the technical infrastructure of the station-wide buildings and facilities of Kozloduy NPP from SERAW.
— Back-up Power Supply for Units 1&2 and Dismantling of DGS-1 Equipment for Use of the Building for Decommissioning (Project 39 – Phase II).
The project is for the reconstruction of DGS-1 building, and the installation and commissioning of the necessary equipment.
The estimated total cost for the above listed projects is 14 Million Euros.
National Disposal Facility (Repository) projects
— Site Preparation for Construction of National Disposal Facility.
Preparation of Radiana site for the subsequent construction of the National disposal facility, including relocation of existing water channel, construction of emergency pipeline from relocated water channel and design and construction of rainwater drainage connection to utility connection point, development of database.
— Design and construction of multi-layer test cover of NDF at Radiana site.
This project includes development of conceptual and detailed design for two variants of multilayer cover of National disposal facility and implementation of the detailed design at Radiana site.
The estimated total cost for the above listed projects is 13 000 000 Euros.
— Predisposal monitoring at Radiana site.
This project includes extension of pre-disposal geodetic monitoring programme and hydrogeological monitoring and geochemical analyses programme during construction of National disposal facility phase, and implementation of seismic and meteorological monitoring programmes at Radiana site.
The estimated total cost for the above project is 1 000 000 Euros.
Contracts to be financed with the proceeds of KIDSF Grant will be subject to the Bank’s procurement policies and rules and will be open to firms from any country. The proceeds of the KIDSF Grant will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser’s country.
